I am not in favour of this initiative for "amenities" at Lydney dock. The dock itself "is a rare example of an unspoilt 19th century harbour built to serve sailing ships" and is a great amenity in itself. Erecting new buildings for commercial enterprises/amenities on the site will almost certainly spoil it.
If you climb a beautiful mountain do you expect to find a cafe and toilets at the top?
Lydney is fortunate to have this little jewel, which has been sensitively restored in the last 10 years. Please don't tarnish it now.

With regard to the proposed amenities at Lydney harbour, this is way overdue, I do not think it is neccessary to waste money on a feasibility study, lets just get it done as a first step in improving this valuable asset. The cafe and yacht club could be powered by the Lydd outfall.
